I'm a GTABUG regular and I think it would be a great idea to bootstrap
GTASAGE by just inviting interested folks on this list to one of our
meetings. We just met last week actually, and the meetings are held the
third Tuesday of every month at Olympic 76 Pizza on Gloucester St. about
20 paces east of Yonge, just north of Wellesley subway station.

I can send out a reminder before the next one to this list, if there's
interest in doing this.

We don't have formal agendas; it's mostly just a social gathering of BSD
users (but invariably the conversation matter is technical). I'm not
sure if you had a more formal structure in mind, Adrian, but I can see a
lot of cross-pollination between the groups (seeing as how we have a lot
of BSD sysadmins there, myself included.)
